It seems the Mars Society is getting some attention in Russia.
Unfortunately for me, the article is in Russian, so I can’t tell whether it is positive attention or otherwise. And Babelfish doesn’t seem to want to translate it for me.

Predictably, NASA is wussing out on ISS in the aftermath of the Columbia disaster. So much for boldly storming the heavens.
It was bad enough that the crew was going to be cut from seven to three, with those three spending nearly all of their time troubleshooting the hardware. Now, we’ll have two guys up there without even enough time to do a proper job of that (and it will indeed be “guys”, since NASA won’t have the nerve to brave the innuendo a one-on-one mixed crew would spawn).
ISS is looking more and more like a boondoggle all the time (as if that weren’t obvious already). I’m no big fan of ISS or Shuttle, but we’ve got them, and they’re currently all we’ve got, so let’s get back to business.
If the Shuttle program were like the Osprey program, we’d be flying again already.
I had the new Hoffer essay written and ready to post last night, only to discover that Blogger was out of commission for some sort of upgrade. Which I only discovered when the post was eaten in the process of submitting it to the downed server.
I’ve been reluctant to convert to another blogging program, but I’m starting to reconsider.
In this more-or-less weekly feature, I will explore the applicability of Eric Hoffer’s The True Believer — Thoughts on the Nature of Mass Movements to space exploration and the space advocacy community in particular. I will follow the format of the book, with a summary of Hoffer’s arguments in yellow highlight followed by my comments on their applicability to space advocacy. Some chapters may end up being combined with others or skipped over entirely.
III. The Interchangeability of Mass Movements
Those whose circumstances or character make them open to a mass movement will be open to any mass movement. Even after joining a movement, the true believer is still susceptible to conversion to another movement — even the most zealous member can experience a "miraculous conversion" to a different and even opposing mass movement. This flexibility of allegiance makes the members of other movements more attractive as recruits than those not affiliated with any movement…they are already primed to join on, if given sufficient motivation to do so. The raw material of all mass movements is the same: "all mass movements draw their adherents from the same types of humanity and appeal to the same types of mind." There is therefore a zero-sum competition between them for the limited number of available "true believers".
While I have not seen it explicitly called for, I have noticed a tendency of space enthusiasts to belong to more than one space advocacy group (Mars Society, Planetary Society, et al). When looking to add to the ranks of a local chapter, it’s only natural to look to those who already have some connection to a space advocacy group, as one can be more certain of success — it is easier to get someone who has actively promoted the idea of space exploration and settlement in some form to join up with one’s specific flavor thereof than to recruit someone who has not. Poaching members from other organizations — or encouraging them to join yours too — is more efficient than locating raw recruits, i.e.: those who may be amenable to the aims of your organization but who have yet to actively involve themselves in promoting those aims.
And just as the members of a movement can change allegiance, so too can the movement itself, made up of people with "flexible" allegiances, change its focus and aims…a religious movement can be come nationalist or revolutionary over time, for instance. A mass movement is rarely of exclusively one form or another, but rather a mixture of the three forms, and its nature changes as the influence of each form rises or falls. "The problem of stopping a mass movement is often a matter of substituting one movement for another." Banning or crushing a movement is not as effective as providing a substitute, especially one of a different form. The substitute will compete for adherents, drawing them away and limiting the size and therefore the influence of each movement. Unfortunately, this approach brings with it great risks those who value the status quo, the very people who might be tempted to use it as a strategy. Playing one side against the other can end up with you caught in the middle.
While support can be deliberately drained from a nascent mass movement through the creation of substitute movements, it can also occur unintentionally through the splintering of a movement. The creation last fall of the (independent) Mars Institute by a number of prominent members of the Mars Society was greeted with apprehension by many Mars Society members, as it was perceived that just such a splinter had occurred. While the Mars Society and the Mars Institute need not be mutually exclusive movements (see above), the implication from some sources was that Institute members would no longer be involved with the Society. If true, this would have resulted in the draining away of key talent, valuable connections, and the scientific credibility of the Mars Society’s projects, which ultimately would have diminished the influence of the organization.
The rise and spread of mass movements can also be controlled via the provision of safer substitutes: "[i]n general, any arrangement which either discourages atomistic individualism or facilitates self-forgetting or offers chances for action and new beginnings." One important "safe" substitute used by many societies to deal with mass movements is migration. Migration offers a safe means to attain the desire for change and a new life that motivates people to join a mass movement. Those who would join a mass movement are oftentimes the same type of people who would emigrate elsewhere if the opportunity presents itself, and for the same reasons: the chance to start over and to make something of themselves, that isn’t offered by the circumstances in which they find themselves — a purpose in life and a hope for the future.
Though the destinations may be as diverse as the Moon, Mars, or orbiting habitats, migration is the common thread running through most space advocacy organizations…and is in many cases the organization’s reason-for-being. Space science and the "pure knowledge" type of exploration and such may be useful rationalizations for NASA budget items, but compared to space migration (however slim the chances of actually seeing the "promised land"), they offer little to attract the true believer seeking a new beginning or a higher purpose.
This may in fact be partly responsible for the building resentment towards NASA and its activities on the part of those whose interests would seemingly place them among the agency’s most ardent supporters. NASA should, one would suppose, be tapping into that reservoir of potential support, but instead is doing everything possible to avoid doing so, specifically by refusing to articulate a believable long-term strategy that would lead humanity to any of the desired destinations. The substitute the agency offers — an elite astronaut corps temporarily occupying the nearest sliver of space for the pious but sterile purpose of gathering data — just isn’t enough. The believer wants to go, not watch others go around in circles.
The result of this (intentional or unintentional) obstruction is likely to be disastrous for NASA: the creation, encouraged and facilitated by advocacy organizations, of a non-NASA means of getting to where we want to go, and increasing calls — loudest of all from space advocates — for the severe curtailment or even abolition of the agency.
Even when migration is not a substitute for the lure of mass movements, mass movements themselves can use migration as a tool to achieve their aims. "Every mass movement is in a sense a migration — a movement toward a promised land". If the opportunity presents itself, a mass movement may become a literal migration. Migration undertaken by a mass movement tends to strengthen the movement via a shared struggle which provides a sense of unity and purpose. To this end, most mass movements practice some form of migration, whether literal (permanent relocation) or figurative (pilgrimages).
Space migration need not be a literal relocation to another celestial body…and in the absence of a sustainable means of access to those celestial bodies, literal relocation is impossible anyway. That leaves us with metaphorical migrations.
Pilgrimage is a form of migration because it presents a disruption of the familiar patterns of life and a struggle towards a goal that mimics, in miniature, those of a permanent relocation, resulting in a transformation of the pilgrim himself. When the pilgrimage is conducted with others with similar interests, the shared experience of struggle and (ideally) ultimate success bonds the pilgrims together more strongly than their shared interests. A bond of loyalty among the pilgrims is created that lasts even after the pilgrimage is over — an important benefit for the organization, given that the pilgrimage form of migration is, by its nature, only temporary.
While it may not be immediately apparent, tours of duty at Houghton Crater, one of the Mars Society’s research stations, or even the Antarctic science bases constitute a form of pilgrimage. "Real life" is put on hold, a long and difficult journey is required, the living conditions are cramped and spartan, and under these conditions the team is expected to join together to perform certain tasks in furtherance of the organization’s goals. Those I have met who have spent time in the research stations all speak not of the results of their research, but of the shared experience — how they bonded with the other members of their team, and how the experience changed their perspective.
Space tourism gets a positive post-Columbia looking-at.
I’m not much of a Star Trek fan, but last night I happened across Enterprise and watched the last half of the latest episode.
I wasn’t all that impressed. Change the sets and the actors, and the story, dialogue, and action could have been from any of the various incarnations of the franchise. Which is, in part, what soured me on it way back when — the writers just couldn’t seem to come up with anything really new after about the third season of Next Generation, and so began to recycle themes and situations.
Naturally, this got me thinking about the current state of our national space program.
The result of the creative stagnation of the Star Trek franchise is partly that it does the same things again and again, and partly that the larger story or mythos doesn’t seem to build or evolve over time.
Doing the same thing over and over, for Star Trek, leads to boredom and diminishing ratings, which the guardians of the franchise attempt to repair by spinning off new series. Unfortunately, the new series end up being retreads of the same old tired stories and situations used previously, as quickly becomes obvious to fans who’ve seen it all before. NASA, like Star Trek, has lapsed into an endless loop of retreads and reruns, to the point that even strong advocates of space exploration and development react to the latest NASA “Big Program” announcement with yawns, at best…if not outright contempt. We’ve heard all the empty promises before — there’s nothing new or interesting to keep our attention.
My primary criticism of Star Trek over the years has been it’s almost complete lack of continuity. New discoveries are made in one episode and nowhere to be seen in the next. Important, history-shaping events take place, but have no impact on later episodes. It’s almost as if the characters are condemned to a reverse-Groundhog Day existence, in which time moves forward as normal, but as they awaken to a new episode, all that has happened before has been forgotten. NASA too seems to suffer from this lack of continuity. The agency achieves great things, but fails to build on them. It builds up an incredibly capable and flexible infrastructure, then throws it away when the immediate application wraps up. It develops new technologies, but doesn’t even try to apply them. It starts off down one path with great determination, only to suddenly, one or two budget cycles along, charge off with great fanfare in a different direction — never applying what it learned along the aborted journey, and only grudgingly admitting in some cases that there had been another path at all. Every Big Program seems to emerge from nowhere, and to later sink back into the void at the end of the “episode”, with little or no impact on the overall “storyline” of the agency…which metaphor is just another way to explain the “mule program” phenomenon.
It’s no wonder that the public rarely notices NASA’s activities any more, until some sort of “ratings grabber” event happens, and why even advocates are cynical about the prospects of any new effort. It’s the same story, over and over again.
The Level I requirements for OSP have finally been released, after four-plus years of studies and four months of wrangling over the words. And here they are…
Requirements
- The system, which may include multiple vehicles, shall provide rescue [medical evacuation and emergency evacuation] capability for no fewer than four ISS crew as soon as practical but no later than 2010.
Hm. Just four? I guess we aren’t planning on a fully-staffed ISS, then…?
- The system shall provide rescue capability that allows the safe return of deconditioned, ill or injured crewmembers with ongoing treatment until arrival at definitive medical care within 24 hours. Crew should not require suits in the vehicle, but the vehicle should support crew wearing suits if the situation warrants.
Now, this is a tricky one. How gentle does the ride down need to be to adequately meet this requirement? Say you have an astronaut with a spinal injury…just what sort of acceleration is that person going to be able to take? Are you going to design your entire vehicle around this requirement, providing (for example) a broad entry surface to enable a gentle reentry, at the expense of the added weight, physical complexity, and operational headaches that come with it? Any car can get you to the hospital in most emergencies, if need be — we don’t all drive ambulances.
- The system for rescue shall provide for rapid separation from the ISS under emergency conditions followed by return to Earth.
This makes sense all around…why should it take an hour or so to depressurize, check the seals, yadda yadda, and only then separate for return? (I’m aware that there are valid safety reasons for doing so today, but this suggests to me that the current system used with Shuttle has some serious operational shortcomings.)
- Safety requirements – system for crew rescue:
- The availability (defined as “a full-up vehicle able to perform its mission”) for the escape mission shall be at least:
— Objective: 99%
— Minimum Threshold: 95%.
- The risk of loss of crew shall be, with high confidence, lower than the Soyuz for the rescue mission.
- The system shall provide transportation capability for no fewer than four crew to and from the ISS as soon as practical but no later than 2012.
Oh, great…not only are we ordering a compact, we’re expecting to take delivery in two years longer than it took to design, build, and fly nearly all of the hardware and infrastructure used on Apollo…from scratch. That schedule seems a bit, well, loose to me.
- Safety requirement – system for crew transport: The risk of loss of crew shall be, with high confidence, lower than the Space Shuttle for the transport mission.
Given the risks inherent in the design of the Shuttle system, this shouldn’t be too hard, after twenty-two years of experience, to accomplish. Get rid of SRBs and substitute high-temperature alloys for ceramic TPS, and you’ve won this battle.
- The system shall be designed for minimum life cycle cost.
Good luck. If experience with Shuttle is any guide, those elements that cost more up-front but result in savings over the life of the program will be the first to be scrapped in the name of “cost-cutting”. Plus, if an Atlas V (oh, right…”or Delta IV”) is used as the expendible launch vehicle, the turnaround and maintenance costs associated with using an OSP had better be puny, else the OSP launches aren’t going to be much if any cheaper than the incremental cost of launching a Shuttle.
- The system shall meet all applicable ISS requirements for visiting and attached vehicles.
- Compared to the Space Shuttle, the system shall require less time to prepare and execute a mission and have increased launch probability.
(Sniff) Hm…smells like apple pie. If OSP doesn’t meet this requirement, it’s pretty much pointless to even build it. On the other hand, it wouldn’t take much at all to meet it…
- Compared to the Space Shuttle, the system shall have increased on-orbit maneuverability.
I have this sneaking suspicion that this last item on the list was a recent addition, intended perhaps to blunt criticism that a wounded Columbia could not have reached the ISS from its orbit even had the hypothetical damage been discovered on the first orbit…”See, we’ve already fixed that problem with OSP!”
If the OSP, being a crew transfer and emergency return vehicle, will ONLY be operating at/from/to ISS, what is the point of all this extra on-orbit maneuverability? (Unless ISS crew rotation/rescue isn’t the only end it’s intended to serve…which, of course, is a whole different issue.)
Operations Concepts
- The vehicle(s) shall initially launch on an ELV.
And the Orbiter will initially launch with an expendible tank and solid rockets. You can guarantee that if OSP ever does launch on an expendible, that will be the only vehicle ever used to launch it — there will be no effort on NASA’s part to tie up further resources in a follow-on reusable booster when they could be used somewhere more glamorous.
- The system shall be operated through at least 2020. However, the system should be designed so that it could be operated for a longer time.
So, you’re nominally planning to retire OSP, the intended successor/companion to Shuttle, five years before retiring Shuttle? After perhaps only eight years of service? Doesn’t allow much time for amortization of the development and production costs, does it?
- NASA envisions that the systems for crew rescue and crew transport could be different versions of the same vehicle design.
Sensible on the face of it. But does anyone really anticipate NASA not placing such dramatically different detailed requirements on a crew transport vehicle vs. a crew rescue vehicle that the two would be only superficially similar? The ultimate choice will be between designing two distinctly different vehicles to meet radically different and incompatible requirements, and designing one vehicle with a “compromise” (and I’m sure you know the joke there) between same.
- The system shall provide contingency capability for cargo delivery to or from the ISS to support a minimal level of science.
I would expect OSP to have the capability to carry along some small amount of experiment consumables, small equipment, etc. on any given flight (rather than only in “contingency” situations, which implies a grounding of Shuttle and/or Progress). However, if this “capability” is defined later as the ability to deliver an ISS experiment rack, it will have a dramatic impact on the vehicle’s design (since the think would probably then have to dock to station via berthing mechanism rather than the smaller docking adapter).
- The system shall support a nominal ISS crew rotation period of 4-6 months.
I have to wonder (half seriously) if most or all of these requirements couldn’t be satisfied with a reincarnated Apollo Command Module. No, really…

Those seem to be the alternative views.
“It lacks vision. It’s a stopgap measure for NASA so it can fulfil short-term goals of supplying a space station, which has a limited life of its own,” said Rick N. Tumlinson, president of the Nyack, N.Y.-based Space Frontier Foundation.
Tumlinson said the space plane would supplement a shuttle program that he called basically an “expensive government trucking service” that could be handled by the private sector.
NASA should focus instead on exploring the planets, he said.
“The space plane is part of an extension of a shuttle program that’s been heading in the wrong direction,” he said. “The goal should be to make space travel more routine, less costly and safer.”
Bruce Mahone, director of space policy for the Washington-based Aerospace Industries Association, an industry lobbying group, defended NASA’s plans.
He said that although the shuttle fleet is aging, the three remaining craft are constantly being upgraded and have years of service left.
None of them has flown the 100 missions envisioned for each when the shuttle program began in the 1970s, he said.
The space plane “will be much smaller than the shuttles, newer and more inexpensive if designed properly,” he said. “It’s a lifeboat for the space station.”
Unfortunately, neither man seems to “get it”. Something has to replace the Shuttle, and the startups we all root for just aren’t yet in a position to do so, nor will they be in the time frame involved here (5-8 years) unless they radically alter their business plans to facilitate rapid development versus incremental progress (and yes, there is a raft of assumptions implicit in that argument).
For its part, the AIA is behaving true-to-form in defending the interests of the old-line aerospace companies: the Shuttle is great and it’ll fly forever (or for as long as we keep getting contracts to maintain it), and OSP is a wonderful repla— er, supplement to Shuttle that we look forward to building (because you know NASA will be throwing us this porkchop).
