Martian Property Rights

It’s a bit old (by web standards), but here’s an interesting and brief take on missions to Mars: Should We Go to Mars? Wrong Question

Rather than spend taxpayer money on Mars exploration, the government should provide something far more valuable: recognition and protection of property rights.

Consider the U.S. government’s recognition and protection of intellectual property in the computer industry. Inventors of computer hardware were able to patent their inventions, and the government realized that creators of software also had the right to copyright their software. If the government had not protected these property rights, the computer revolution would not have occurred.

The government’s protection of rights is now needed in space. The U.S. government must recognize that private individuals who explore extraterrestrial land — the Moon, Mars, asteroids, etc. — endow that land with value where there had been none; and those individuals have a moral right to claim and use that land as their private property. They have the right to decide what to do with Mars, just as you have the right to use, sell, or develop your home or property.

A private mission to Mars would cost taxpayers nothing. Only those who expected to profit in some way, financially or otherwise, would invest their money and time. If their investments failed, only they would suffer. If they succeeded, the riches of Martian real estate, tourism, advertising, scientific experiments, and mining would be theirs.

Is it worth going to Mars? Let each individual decide for himself. The government’s only role should be to protect property rights. Recognition of that role is the breakthrough needed by the heroic pioneers who say, “I should go to Mars.”

Weapons in Space – No, Really!

This may come as some surprise to Bruce and Dennis and the “anti-militarization” gang, but it turns out that the Russians have had weapons in space for decades:

In 1976, a Soyuz spacecraft came down in a freezing squall and splashed into a lake; the crew spent the night bobbing in the capsule.

Eleven years before that, two cosmonauts overshot their touchdown site by 2,000 miles and found themselves deep in a forest with hungry wolves. That’s when Russian space officials decided to pack a sawed-off shotgun aboard every spacecraft.

Keith Cowing has posted an interesting little document: Report on Top-Level Assessment of Use of Apollo Systems for ISS CRV.

When the expanded OSP requirements were issued a month or so ago, a bunch of us chuckled over the notion that a resurrected Apollo CSM could meet most of them. It seemed like a joke at first, but it soon became one of those “It’s so crazy, it just might work!” ideas.

This study is eye-opening, mainly for the mere fact that NASA is considering it at all. For one thing, it is in a sense a huge step backwards — politically/PR-wise, if not in fact. They’ve spent three decades and hundreds of billions of dollars developing, demonstrating, flying, and improving the CSM’s winged replacement, and a few billion more on failed winged replacements for the Shuttle itself, only to come back to the capsule vehicle they started with. There is real risk that, should such a concept be adopted for OSP, the agency could make itself the target for severe criticism from the public and Congress, on the premise that those billions of dollars were wasted somehow.

Worse for the agency would be the implication that they can’t make a winged vehicle that will work any better than Shuttle. It could be seen by the public as an admission of failure, a retreat from innovation into the safety of the tried and true…”America just can’t do space anymore.”

It’s also surprising for internal political reasons. The resurrection of an old design lacks the glamour of and opportunities to develop radical new technology. While much that is new would still need to be developed — the guidance and navigation systems, for instance, which no one would really want to even try to replicate today, given three decades of innovation to play with — those opportunities would be strictly limited.

At first I was opposed to the whole “capsule OSP” notion, but the more I thought about it, the more it made sense. I think Keith Cowing, in his blurb for Alan Boyle, captures my own opinion on this concept very well:

?If America is looking to build a capsule simply because it doesn?t have money to build something more sophisticated, with wings, then shame on us,? he said. ?However, if this capsule and the modular approach ? an approach that could include missions outside low Earth orbit ? is what?s under consideration, then yahoo!?

Nuclear Startups

Now even private companies are getting in on the nuclear propulsion act (or, rather, would like to get in on it): NSL firm plans space-based tug boat

Each Iostar will employ an “ion” propulsion system. It will be nuclear powered. While this presents the company with some regulatory hoops to jump through, nuclear-powered spacecraft are not unheard of. Neither is ion propulsion. NASA has already launched an ion-propelled craft on a deep-space system. Together nuclear power and ion propulsion represent the only long-term solution for fueling Iostar through its multi-year missions.

Hm. If you’re wondering what happens to these orbiting reactors at the end of their service lives (anticipatorily hearing the squeals of complaint from the usual suspects):

While Iostar may help bring back other vehicles from space, it is unlikely it will ever return to earth. After three to five years of primary service and, perhaps, 15 years of secondary service, possibly providing power to the space station, it will be sent into what Burks referred to as a ?thousand year orbit,? or meet a fiery end in the sun.
