According to a report in Aerospace Daily (subscription, no link), a report from the National Academies is urging NASA to move quickly with the selection of a systems integration approach for CEV in order that the program can meet the schedule set for it.
Interestingly, the report points out four alternatives for the system integrator role, including NASA itself, a large aerospace company, a non-aerospace company, and a new purpose-built organization. The report includes an assessment of the merits of each alternative, but the AD article only reproduces the downside of each…leading one to the pessimistic conclusion that none of the four organizational classes are up to the task.
